This landmark project in Merseyside brought together both Merseyside Fire and Rescue Service and Merseyside Police in a Joint Command Centre. The new development saw the extension of the existing Merseyside Fire & Rescue Services Head Office in Bootle being extended to provide a Command Centre of over 100 positions for both Fire and Police for both call handling and emergency despatch operators.
Kimpton Energy Solutions were brought in as part of the design team at the early stages of the project to develop the full M&E design.
The mechanical services comprised primarily a Mitsubishi VRF system to heat and cool the building, with communal areas heated from an existing LTHW boiler plant and DHWS provided by way of Point of Use water heaters due to the potential long pipe runs. Kimpton also provided a full misting system and 2 gaseous extinguishing systems for fire control within the building and the 2 server rooms respectively.
The electrical services involved the development, from concept to full implementation, of a fully maintained diverse power supply. The LV supply to the building was determined to be insufficient to cope with the peak maximum demand in case of a major incident and the command centre was fully manned. A series of LV switchboards coupled with two standby generators, to be operated sequentially or in parallel and for both emergency supply, in the case of HV power failure and also for maximum demand. Due to the critical nature of the buildings function, the IT system is split across 2 internal data centres both supplied with dual UPS supplies in the case of mains power failure.
Within the electrical services package, Kimpton also provided full fire detection system, external lighting and internal lighting system with lighting control system. CCTV and Access control was provided to the Polices’ security levels along with all small power and IT infrastructure.
